The above domestic rates include unlimited mileage for rental transactions originating and terminating within the same city (local rentals). A per-mile charge of $ .30 applies to all miles driven for one-way intercity rentals from mile one.
Van rates include 150 miles per day, 825 miles per week for rental transactions originating and terminating within the same rental zone (local rental). A per-mile charge of $.30 applies to miles over the inclusion on local rental and on all miles driven for all one-way rentals.
Daily rates apply to rental periods of one through six days, or any part thereof, with a minimum rental period of one day. Weekly rates apply to rental periods of seven days, or multiples thereof. Monthly rates apply to rental periods of a month (regardless of whether that month has 28, 29, 30, or 31 days) or multiples thereof. The total amount for a single rental transaction may include a combination of these rates.

For rentals commencing in Manhattan all day Friday through 12:59 p.m. Sunday, and for rentals commencing at JFK and LaGuardia airports between the hours of 1:00 p.m. Friday through 12:59 p.m. Sunday, current published rates, less a discount, will apply.

Terms and Conditions:
- Shuttle rates include unlimited mileage for rental transactions originating or terminating at National's locations at all city pairs noted above.
- The city pair locations will apply up to a 20 percent discount to the NBR for vehicle classes not specified above. Tour package rates and promotional rates will not receive this discount. Certain locations located outside of National's top 100 airport locations may impose an additional surcharge not to exceed $6.00 per day.
- The weekly rate will be calculated at five and one-half times (5.5X) the daily rate; for rentals of 28 through 31 consecutive days, the rate will be a monthly rate calculated at 24 times (24X) the daily rate.
- Rates are valid at the locations listed above with advanced confirmed reservations, and are subject to the availability of vehicles. Reservations for rentals at the cities listed above during special events, major holidays, and peak seasonal demand periods may require a guarantee. - Rates do not include fuel, optional upgrades or other optional charges, taxes (including in California, VLF taxes) governmentally authorized or imposed surcharges, airport and airport facility fees, license and concession recoupment fees.
- An additional charge will be assessed at time of rental when a renter is under the age of 25. This additional charge is currently $5.00 per rental day and $35.00 per rental week at most locations. This additional charge will be calculated on the same basis as the rates generally applicable to rentals for your organization.
If the young renter is on official Institution business, the renter must either (i) present a letter of authorization signed by the renter’s supervisor, on Institution letterhead, which letter shall set forth the purpose of the rental and specifically indicate that the vehicle will be used for an official Institution function or purpose, or (ii) have and use authorized credit card. When either the letter or the credit card is presented, the additional Young Renter charge will be waived. - Loss and Damage
For all rentals at U.S. locations, National will include the Loss Damage Waiver fee in the rental rate. National waives its right to collect for loss and damage to the rental vehicle, regardless of rate selected, provided the renter and any authorized driver have complied with the terms of the applicable standard Rental Agreement. - Liability Insurance
For all rentals at U.S. locations, National will provide automobile liability insurance or a qualified self-insurance arrangement protecting the renter on a primary basis with respect to other insurance, for bodily injury or death to another and for property damage other than to the rental vehicle, regardless of rate selected, provided the renter and any authorized driver have complied with the terms of the applicable standard Rental Agreement. In these instances, the limits of automobile liability shall be $100,000 each person bodily injury, $300,000 bodily injury and each accident, and $25,000 for property damage. - National will reduce all U.S. domestic rates by $2.00 per day when a reservation is received by National via National’s Internet booking engine (nationalcar.com) and the member’s Contract ID number or an eligible renter’s Emerald Club ID number containing the Agreement Contract ID number is attached to the reservation.

Terms and Conditions:
- Corporate daily rates apply to business rental transactions originating and terminating within the same National city and its sub-locations (local rentals).
Business rentals in designated C-1 locations include unlimited kilometers, unless otherwise noted.
Monthly rates include 4000 km only.
Business rentals in designated C-2 locations include a kilometer allowance that ranges from 50 to 200 kilometers per day, depending upon the location.
All rentals in designated C-4 locations will be assessed a per kilometer charge for all kilometers driven. Kilometers and excess kilometers will be charged at the National business rate (DR01).
All authorized one-way rentals will be charged the corporate daily rate with a drop charge and/or kilometer charge that will be applied to all kilometers driven. - Airport locations as noted below will assess an additional fee for each rental day.
Currently these cities include, but are not limited to, the following:
C$10.00 in Wabush, Newfoundland
These cities are subject to change without notice. Any revisions to these city differentials will be made available to CICPC/Big Ten upon request. - Rates are valid at all participating locations in Canada with advanced confirmed reservations, and are subject to the availability of vehicles. Reservations for rentals in certain cities during special events, major holidays, and peak demand periods may require a guarantee. Rates may not be available during those same periods. Tour package rates and seasonal promotional rates may not receive the terms, conditions, or discounts as specified in this Agreement.
- All locations will apply up to a 15 percent discount to the National business rate (DR01) for vehicle classes not specified above. Tour package rates and seasonal promotional rates may not receive the terms, conditions, or discounts as specified in this Agreement.

- For business rentals at Canadian locations, National will include the Loss Damage Waiver fee in the rental rate specified by this Agreement. National waives its right to collect for loss and damage to the rental vehicle, not withstanding any deductible which may apply, provided the renter and any authorized driver have complied with the terms of the applicable standard Rental Agreement and have accepted the rates or discounts specified by this Agreement. A C$1,000 deductible will apply at licensee locations
In Canada, National will provide the level of liability required by laws in each province.
For business rentals on rates not specified in this Agreement and for all nonbusiness rentals on all rates and discounts, this waiver provision does not apply. In such instances the renter is responsible for any and all loss and damage to the rental vehicle, regardless of fault, unless the renter elects to accept and pay for National's Loss Damage Waiver option at the time of rental and otherwise complies with the terms of the applicable standard Rental Agreement.
Participating members will advise their employees that this loss and damage program applies to their business rentals only, with "business rentals" defined as rentals for which the renter is reimbursed, in whole or in part, by CIC.
Renters will verify that a rental was a business rental, as defined above, in the event they are involved in an accident or their rental vehicle suffers loss or damage. If the renter cannot provide such verification, National is not obligated to provide protection to that person. - National will reduce all Canada local rates by $2.00 per day when a reservation is received by National via National’s Internet booking engine (nationalcar.com) and the member’s Contract ID number or an eligible renter’s Emerald Club ID number containing the Agreement Contract ID number is attached to the reservation.
International locations - Price Schedule, Terms and Conditions
Rentals at National’s locations and National’s global system member locations outside the United States and Canada
National will afford eligible renters with international flat rates, which are quoted in local currency. A complete set of rates for National Rental's (US) Inc. global system exists in countries throughout Europe, the Middle East, Africa (EMEA), Latin America, the Caribbean (LAC), Asia, and the Pacific Basin. Rates are accessible through all reservation systems worldwide.
Terms and Conditions
- International flat rates apply for local rentals at National locations.
- A local rental is generally defined as the return of a rental vehicle to a location within the same country of rental.
- Vehicles listed in the 'Model Example' section of each rate attachment are identified for the purposes of example only as vehicle classifications and models may change without notice.
- For local or intercountry one-way rentals in nonstandard or nonspecified car groups, a discount of 25 percent for EMEA, 5 percent for Japan, and 15 percent for LAC and the Pacific Basin will apply to the discountable time and mileage rate.
- International flat rates include the minimum required amount of liability protection as determined by the applicable laws of each country of rental.
- All renters and additional authorized drivers must have a valid driver's license and must meet the age, driver, and credit requirements of the country of rental.
- National Rental (US) Inc. will be an endorsed supplier for international rentals. A National representative will be allowed to contact divisions, subsidiaries, and branch offices globally to assist in the implementation of this program.
- National will reduce all contract local rates by $2.00 per day when a reservation is received by National via National’s Internet booking engine (nationalcar.com) and the member’s Contract ID number or an Eligible Renter’s Emerald Club ID number containing the Agreement Contract ID number is attached to the reservation.
The international corporate rates in this attachment include mileage specified, coverage for damage, theft (where applicable), and the minimum required amount of liability protection as determined by the applicable laws of each country, but exclude personal accident insurance and tax.
International rates and discounts are subject to change without notice and may differ wherever local government restrictions limit or prohibit these discounts. Application of the Corporate Rates will commence within 45 days from the notification of acceptance of this Agreement.
ONLINE BOOKING:
National Car Rental will reduce all contract local rates by $2.00 per day when a reservation is received by National via National's Internet booking engine and a Big 10 Contract ID or a Big Ten Eligible Renter's Emerald Club ID number containing a Big 10 Contract ID is attached to the reservation. National's Website returns the best rate which is either a lower promotional rate or the Big Ten corporate rate less $2.00. The lower promotional rate does not include the $2.00 per day discount but can include a discount of up to 10 percent, which will be applied to the daily, weekend, weekly, monthly, and holiday promotional rates as they exist at the time of rental. THERE WILL BE TIMES WHEN THE BEST RATES FEATURE MAY RETURN A LOWER RATE THAT DOES NOT INCLUDE UNLIMITED MILEAGE. IN THOSE INSTANCES, TRAVELERS SHOULD CONSIDER THE NUMBER OF MILES THEY ANTICIPATE DRIVING PER DAY TO DETERMINE IF THE LOWER PROMOTIONAL RATE IS GOOD FOR THEM. CURRENTLY, THE ONLINE RESERVATION SITE DOES NOT GIVE BOTH OPTIONS FOR COMPARISON AS WOULD OCCUR WHEN MAKING A RESERVATION BY TELEPHONE. HOWEVER, NATIONAL IS WORKING ON THIS ENHANCEMENT FOR THEIR ONLINE SITE. QUESTIONS OR PROBLEMS IN UTILIZING THIS SITE SHOULD BE DIRECTED TO TRAVEL SERVICES.
LOSS DAMAGE:
For all rentals at U.S. locations, National will include the Loss Damage Waiver fee in the rental rate. REFUELING:
National Car Rental now offers local market pricing when refueling rentals at participating locations. It is recommended that you verify if the location is participating when you pick up the car to make certain you don't get forced to pay exorbitant fuel prices when you return the car. Whenever possible, it is still recommended that travelers refuel the rental car prior to returning the car to avoid excessive refueling expenses.
FLEET:
University policy suggests that a fleet car be used in lieu of a rental car on all rentals originating locally and being returned to the same location.
TERMS:
The terms and conditions of this agreement are available to eligible renters on all personal and business rentals. GRADUATE STUDENTS WHO ARE PART-TIME EMPLOYEES OF THE BIG TEN SHALL RECEIVE THE BENEFITS OF THIS AGREEMENT FOR BUSINESS RENTALS ONLY. This agreement is effective July 1, 1999.
YOUNG RENTER:
An additional charge will be assessed at time of rental when an eligible renter is between the ages of 21 and 24. This additional charge is currently $5.00 per rental day at most locations. If the young renter is on official Institution business, the renter must either:
- present a letter of authorization signed by the renter's supervisor, on Institution letterhead, which letter shall set forth the purpose of the rental and specifically indicate that the vehicle will be used for an official Institution function or purpose
- have and use an authorized credit card
ELIGIBLE RENTER:
Faculty and staff of Big Ten and their immediate family (spouse and children living at home) as well as retirees and their spouses and graduate students who are employed by the Big Ten are considered eligible renters. The program is extended to graduate students for Business Rentals only. Graduate students identified at time of rental will need to provide a letter stating the purpose of the rental is business related. The letter must be on official University stationery and signed by the graduate student's supervisor.
Eligible renter will also include consultants and contractors of member institutions. Consultants and contractors will be extended all rates and conditions of the Agreement as long as the rental is reimbursed in whole or in part by the University. The traveler will be required to carry a letter from the University identifying him/her as eligible.
Big Ten eligible renters are entitled to a maximum discount of up to 10 percent, which will be applied to the daily, weekend, weekly, monthly, and holiday promotional rates as they exist at the time of rental. Such promotional rate discounts are not applied to the regular corporate rates. It should be noted that a high percentage of University rentals are priced at the promotional rate, making this addition to the Big Ten Contract an added benefit.
